A whistleblower who was certified 'insane' by government employed doctors Gapper, Jagger and Roberts at HealthQuest after complaining of mistreatment of disabled people in a group home met with Bob Carr this afternoon near Macquarie Tower in Phillip Street.
By Laurel O'Brien, 8 Nov 2005

The D.O.C.S. officer, who has refused to accept his forced 'medical retirement' but is not permitted to report for work (lest he find any other problems with D.O.C.S., no doubt) politely introduced himself as a victim of the Carr regime. Seeming genuinely puzzled, he inquired what HealthQuest was, but seemed to have considerable knowledge of Chinese, Nazi and Soviet political psychiatry. Mr Carr listened politely as the D.O.C.S. officer explained the situation and seemed concerned. One can't help but wonder, with all the publicity about HealthQuest and its treatment of dissidents and activists, how on earth Mr Carr could have missed the whole schemozzle.

As the song goes: How many times can a man turn his head, Pretending he just doesn't see? The answer my friend, is blowin in the wind. The answer is blowin in the wind.
So Mr Carr as former NSW Premier does not know about that state medical office HealthQuest? Well, his office has been notified about HealthQuest and fake RETIREMENT CERTIFICATES for years. Eventually around 20 October 2001 the state Public Sector Management Office announced change to the HealthQuest 'fake' certificates in order to "avoid confusion".
And wasn't it Bob Carr that signed the Premier's Memorandums each time setting out 'guidelines' for little terrrorists within departments such as D.O.C.S. to force other staff members to submit to forced psychiatric 'assessment' at HealthQuest?

A Premier's Memorandum (dated 5 September 2001) - Carr signs his own memorandum about one of the many inquiries into HealthQuest and its processes.
